for Downtown Lubbock and, indeed, this entire region of West Texas.
Being a developer takes a certain amount of confidence, charisma,
risk-taking, patience and compromise, to name just a few attributes.
Being the master developer of the
Overton project and now the Downtown
           Revitalization effort magnifies each of
these many times. One cannot take on
           a challenge like these redevelopments
and make everyone happy or try to be
           everyone’s friend, although Delbert has
done his best to treat everyone fairly and
with respect. There will be those who
will disagree with decisions, may attack
the premise itself and will be envious
of the effort, but all one has to do is
drive around Overton Park today and
remember what it was like twenty years
ago, and you will be forced to admit
that it was well done, and the City of
Lubbock and Texas Tech University is a
better place today because of the effort.
           Downtown is following closely behind.
Credit for the success of the Overton When others see Delbert McDougal, they may see him as a
redevelopment goes to many. You have businessman ready to make another deal, but we see the man who
to give credit to the City of Lubbock for has influenced our lives for the better because of his kindness and
stepping up to do their part in creating dedication to his family. He puts God first, family second and
the North Overton TIF District and business last. That says a lot about his success. Family is what
building infrastructure, to all of the Delbert is all about. We have regular family dinners, family trips
employees of the McDougal Companies and long weekends together at the lake. This is where you will
who assisted in the project and to the find him, up early and making breakfast, watching baseball with
McDougal family, especially Carolyn, his family or making homemade ice cream for the kids. He loves
who had to live with Overton 24 hours to work in his garage and even mow the lawn. It is common to
a day for over 20 years. But most of all, see a great- grandkid or two riding with him. He is always taking
give credit to a kid from the small town the time to put his briefcase to the side and show his family what

in him, built a family fortune, and put Delbert loves to travel and has taken his family around the
it all at risk to make Lubbock a better world, wanting to experience the world with them. We have all

grandkids on special vacations, he is always thinking of others
                                                          before himself.

Delbert is such a kind and generous man and is always helping
others out. He will be the first one there when you need help and
always offers the best advice. He has given us respect and always
shows he values those around him. This is just a glimpse into
who Delbert is to us, but most of all, he has taught all of us about
kindness, hard work and the value of family.
